The Fallen City is the remains of a flying city that somewhat recently crashed into a frozen piece of the elemental plane of water. The climate is particularly harsh and cold, but the structures of the city provide adequate shelter from the environment. A splinter group from the original Home colonists stole a piece of divinity before leaving for the Fallen City. The Home colonists did not keep track of them after the split, but the separation happened due to core ideological differences regarding how sapient life was to survive the Sundering.
