- Princess Gloriana - The greedy leader of Flaygallows
Gloomwrought - A mercantile powerhouse
- King Elisar - A reasonable monarch, leader of Gloomwrought and widowed father of Rhebus
- Prince Rhebus - Promised groom to Gloriana
Brickhell - This shard is famous for its fortress-like construction
- General Karioch - An angry half-undead fascist
Voidhaunt - Known for the libraries including the haunted vaults and the blasphemous stacks; many of those who work and serve here are either voluntarily blind or illiterate
- Minister Rakthar of Voidhaunt - An addled leader, later revealed to have fascist sympathies
Umberhowl - Known for the monsters raised in its wide-open jungles and mountain ranges
- Warden Pontius - The simple master of Umberhowl
Shadowhaven - This small shadow shard is famous for its wine production
- Mayor Tristana - The leader of Shadowhaven who is in love with another Shadar-Kai
Antoine Pierre - The Imperial ambassador
Chaddarus - A lothario cambion
Glimpseox - An Eye Tyrant who loves himself almost as much as he loves gold
Operative Stiner - A corporate cog of the Gamma Co
Wildare - The owner of the Green Grocer, an enterprising Shadar-Kai merchant
Harbormaster Pike (aka Bananapants) - A whimsical Shadar-Kai bon vivant
Ashriel - The leader of the Shadowfell Fascists revival

There is much chaos as refugee ships are being coordinated and supplies are being allocated for the over fourteen-thousand Shadar-Kai civilians. All that remain of the civilians that once lived on the Shadowfell shards. Each of the Shadowfell shards have smashed into one-another killing untold thousands. The shards appeared to combine into a humanoid shape with the Shadowfell fascist's tower at its head.
