- Whimsicals - The name conservative Shadar-Kai of The Flaygallows have for outsiders
- Princess Glorianna - The monarch of Flaygallows
- Prince Rebus - The scion of Gloomwrought, another Shadowfell shard he is engaged to be married soon to Princess Glorianna.
- Wildare the Merchant - The Shadar-Kai merchant who sponsors trips to bring new and colorful things to The Flaygallows. He owns the Green Grocery store.
- The Vault of Regret - A prison below Flaygallows from the early times of the Sundering that holds the undying souls of the war criminals of the Shadowfell during their genocide against the Feywild
- Ashriel the Mourning Saint - A Daeva known in pre-Sundering times as as a Messianic Prophet. He joined the forces of the Shadowfell Fascists becoming one of their most powerful generals. The Shadowfell Warlords praised his work crushing the peoples of the Feywild and his attacks against the civilized folk of the Prime Material Planes. A war criminal sentenced to the Vault of Regret for eternity.
- General Morax Umbrahand - One of the three main warlords of the Shadowfell Facists who was never captured.
Major Plot Points
- The Homeshard Heroes all travel to Flaygallows before the annual Shackling Festival, a celebration marking the end of the Shadowfell Fascists when the Vault of Regret was first filled.
- The heroes travel with Prince Rhombus of Gloomwrought, a sutor of Princess Gloriana of Flaygallows. The prince has a thoughtful conversation with Baila.
- The prince's ship is ambushed by a cadre of Shadowfell Fascist undead soldiers. The Homeshard Heroes are able to fight off these strange animated zombies in Shadowfell Fascist uniforms from a forgotten age.
- The heroes are warmly greeted by Harbor Master “Bananapants” Pike. He offers to be their personal guide during the celebration.
- Lee's employer, Dr. Amazing gives him clumsy and confusing orders to take care of his safety.
- The Flaygallows Shackling festival has a number of activities starting with a grand parade known as the Procession of Chains.
- The city burns three warlords on effigy in a great bonfire known as the Burning of the Warlords.
- Some storytelling explains how the three main warlords were captured or driven off.
- One warlord, General Morax Umbrahand was never found and was presumed dead
- There are several games and activities related to the imprisoning of the Shadowfell Fascists. There is a guessing game to find where to find the Towers of Death that the Facists used to their advantage. These towers could teleport wherever they were able to cause the most damage.
- At the end of the festival, the Lanterns of Hope are lit and allowed to float into the sky.
- As that happens, a great sound rips through the city coming from the prison. Undead soldiers of the Fascists attack from the prison.
- The heroes fight to save as many civilians as possible from these monsters. They enter the Vault of Regret and find it cracked open by one of the Towers of Death that had teleported itself right into the center of the vault in a grand jailbreak of the Shadowfell Fascist leaders.
- The Homeshard Heroes confront the newly reborn Grand Marshall Zola the apathetic. After a pitched battle, Zola is slain and the Tower of Death disappears as it came.
- In the aftermath, the Homeshard Heroes learn that warlord Solon the Wretched was freed.
